On June 05, 2026, the Argentine Secretariat of Industry and Trade released Joint Resolution No. 01/2026 establishing Technical Specifications and Conformity Assessment Procedures for Primary Cells and Batteries.
1. Scope and Subject Matter
• Establishes technical specifications and conformity assessment procedures for primary cells and batteries marketed in Argentine territory.
• Applies to manufacturers, assemblers, importers, distributors, and retailers across the supply chain.
2. Market Surveillance Model (Post-Market Control)
• Adopts a market surveillance approach: products may be placed on the market without prior authorization, but remain subject to documentary and physical compliance controls at any point after commercialization.
• This shifts enforcement from pre-market approval to ongoing market monitoring.
3. Compliance Obligations by Supply Chain Role
• Manufacturers, assemblers, and importers must ensure compliance through a Declaration of Conformity and the applicable conformity assessment process.
• Distributors and retailers must retain evidence of compliance (documentation) and make it available upon request.
4. Conformity Marking
• A conformity marking requirement is introduced but will only become mandatory from June 5, 2027, providing a one-year transition period from the resolution's publication date.
5. Hazardous Substance Limits
• Batteries that fail to meet hazardous substance thresholds will be classified as hazardous waste, triggering corresponding legal requirements and penalties under Argentine environmental and waste legislation.
6. Digital Procedures via TAD
• All conformity assessment procedures must be conducted through TAD (Trámites a Distancia), Argentina's official digital government platform, eliminating paper-based processes.
7. Transitional Provisions and Repeal
• Repeals previous battery regulations. Transitional provisions are included for existing certificates and currently recognized conformity assessment bodies, protecting continuity for entities already operating under the prior framework.
8. Penalties and Liability
• Non-compliance may result in consumer protection sanctions and, where applicable, civil, administrative, or criminal liability. Batteries classified as hazardous waste face additional penalties under the applicable hazardous waste regime.
⚠️ Risks
• Ongoing market surveillance exposure — unlike a pre-approval system, the post-market model means products can be challenged or withdrawn at any time, creating continuous compliance pressure rather than a one-time clearance event.
• Documentation retention liability — distributors and retailers bear responsibility for holding compliance evidence; gaps in the chain of custody expose all downstream actors to sanctions.
• Hazardous waste reclassification — products failing substance limits face reclassification as hazardous waste, with significantly more severe legal consequences than a simple non-compliance finding.
• Marking deadline (June 5, 2027) — companies that delay adapting labeling and packaging risk non-compliance when the conformity marking becomes mandatory, with less than 12 months to prepare.
• TAD platform dependency — all procedures are locked to Argentina's digital government system; technical outages, platform changes, or access issues can disrupt certification timelines.
• Repeal of prior framework — existing certificates issued under repealed regulations must be reviewed to confirm transitional validity; assumptions of continuity without verification carry legal risk.
• Civil and criminal exposure — unlike purely administrative regimes, the explicit mention of civil and criminal liability elevates the risk profile for non-compliant importers and manufacturers.

The rules will take effect on April 1, 2027. They include the new Implementation Rules No. CNCA-C09-02:2026, which amend implementation Rules No. CNCA-C09-02:2025. GB 47372—2026 is added as the standard for CCC certification of power banks, lithium-ion batteries for power banks and battery packs.
The mandatory national standard GB 47372—2026, "Safety Technical Specifications for Portable Power Banks," has been released and will be implemented on April 1, 2027. To ensure the orderly implementation of mandatory product certification (CCC certification) for portable power banks and other similar products, the relevant requirements are hereby clarified as follows:
I. GB 47372—2026 is added as the standard for CCC certification of power banks, lithium-ion batteries for power banks and battery packs (see link below and attached Annex for details).
II. The revised and published "Implementation Rules for Compulsory Product Certification: Mobile Power Banks, Lithium-ion Batteries and Battery Packs (Trial)" (CNCA—C09—02:2026, hereinafter referred to as the new implementation rules) was released.
III. From the date of this announcement to March 31, 2027, certification bodies may, according to the wishes of the certification clients, conduct CCC certification activities in accordance with the "Implementation Rules for Compulsory Product Certification: Mobile Power Banks, Lithium-ion Batteries and Battery Packs (Trial)" (CNCA—C09—02:2025, hereinafter referred to as the old implementation rules) or the new implementation rules; from April 1, 2027, CCC certification activities shall be conducted in accordance with the new implementation rules.
IV. Power banks, lithium-ion batteries for power banks and battery packs that have obtained CCC certification in accordance with the old implementation rules shall supplement the corresponding testing and inspection items in accordance with the requirements of the new implementation rules before April 1, 2027, and complete the certificate conversion in a timely manner; the certificate conversion of lithium-ion batteries and battery packs for portable electronic products shall be completed through natural transition methods such as product change and certificate renewal upon expiration.
Analysis of new implementation rules No. CNCA-C09-02:2026:
A key change is the expansion of applicable certification standards. Power banks must comply with GB 4943.1, GB 31241, and the newly added GB 47372. Portable electronic device batteries and battery packs, as well as power bank batteries and battery packs, must comply with GB 31241 and GB 47372. The rules also require that batteries intended for portable electronics and those intended for power banks use distinct model numbers to avoid confusion between product categories.
The certification model continues to follow the three main stages of type testing, initial factory inspection, and post-certification surveillance. However, post-certification surveillance has been strengthened and may now include follow-up factory inspections, production-site sampling and testing, and market sampling and testing, either individually or in combination.
The four-tier classification system (A, B, C, D) is retained and refined. Class A now requires an additional criterion compared to the 2025 version: the manufacturer must possess the full in-house inspection capability for all confirmation test items required by the rules. The quality information used for classification has also been expanded to include the manufacturer's own inspection capability as a factor. Classification can rise gradually (D→C→B→A) but can fall by multiple levels at once.
CCC certificates will remain valid for five years, and the CCC marking requirements remain largely unchanged.

On June 3, 2026, Chile's Superintendence of Electricity and Fuels (SEC) released a draft protocol establishing the certification procedure for gas-fired outdoor infrared patio heaters using gaseous fuels, in accordance with CSA/ANSI Z83.26:2020 and CSA 2.37:2020.
1. Scope of Products Covered
• Applies to gas-fired outdoor infrared patio heaters using gaseous fuels, specifically: freestanding, floor-mounted, and table-mounted infrared heaters with heat output up to 7.034 kW (24,000 BTU/h), and appliances with total heat input of 17 kW or less not connected to a flue gas evacuation duct.
• Explicitly excluded: ceiling-suspended, ceiling-angle-mounted, and wall-mounted infrared heaters.
2. Reference Standards
• Type testing is based on CSA/ANSI Z83.26:2020 and CSA 2.37:2020 — North American standards, which may require adaptation or additional testing for products originally certified to European or other frameworks.
3. Hose and Regulator Requirements
• Appliances must be marketed with a built-in hose and regulator complying with applicable Chilean protocols, with a maximum hose length of 2 metres. This requirement operates alongside the existing SEC Exempt Resolution No. 745:2004.
4. Type Testing Obligations
• Full type testing must be carried out against all requirements in the testing table, covering four areas: construction, gas supply system components, performance, and electrical equipment.
5. Production Surveillance
• Ongoing production or batch surveillance is mandatory after type approval. Four certification systems are available, offering some flexibility in how ongoing conformity is demonstrated.
6. Mandatory Markings per Unit
• Each unit must carry: the SEC certification seal, a prescribed safety warning label, country of manufacture, and month/year of manufacture or serial number.
7. Declaration of Conformity
• Manufacturers and importers must submit a declaration of conformity confirming each production batch continues to meet the approved type.
8. Regulatory Status and Timeline
• Currently a draft protocol open for WTO notification comments until August 2, 2026. Not yet enacted; stakeholders may still submit technical observations through the WTO process.
⚠️ Risks
• North American standard baseline — CSA/ANSI Z83.26:2020 and CSA 2.37:2020 are North American frameworks; products certified to EN or other regional standards will likely require additional or repeated type testing, increasing cost and time-to-market.
• Hose and regulator reconfiguration — the built-in hose and regulator requirement with a 2-metre maximum, combined with compliance with Chilean-specific protocols, may require product redesign for models not originally configured for the Chilean market.
• Dual regulatory layer — the draft applies alongside SEC Exempt Resolution No. 745:2004, meaning manufacturers must satisfy two overlapping frameworks simultaneously, raising compliance complexity.
• Ongoing surveillance burden — continuous production or batch surveillance represents a recurring cost and administrative obligation beyond one-time type approval, impacting unit economics for low-volume importers.
• Exclusion of wall and ceiling-mounted models — companies whose product portfolio is concentrated in ceiling-suspended or wall-mounted heaters are not covered, limiting regulatory clarity for those segments pending future rulemaking.
• Draft status uncertainty — until enacted, investment in compliance preparation carries regulatory risk if the final text is amended significantly following the WTO comment period.
• Per-unit marking requirements — the SEC certification seal and safety warning label must appear on every unit; supply chain or labeling errors at batch level can trigger non-compliance for the entire lot.

On April 10, 2026, the United Arab Emirates Ministry of Industry and Advanced Technology issued Ministerial Decision No. 27 of 2026 concerning the adoption of Gulf standards as UAE standards. The Decision adopts 199 Gulf standards as UAE standards, as listed in Annex (1).
1. Scope and Scale
• Adopts 199 Gulf Cooperation Council (GSO) standards as official UAE national standards across a broad range of sectors, reflecting a systematic effort to align UAE technical regulations with the wider GCC harmonized framework.

Energy Efficiency

On June 18, 2026, the Jordan Institution for Standards and Metrology (JSMO) approved adopting the European standard on energy labelling for all electric appliance holding the label.
Manufacturers must comply with the adopted European energy-efficiency labelling requirements for all covered electrical appliances, effective from the Board meeting date. The obligation remains in force until the updated Jordanian technical regulations are approved.

The Order “Energy Conservation (Prescribed Regulated Goods) (Amendment) Order 2026”, was published on June 24, 2026 under Singapore’s Energy Conservation Act 2012. It strengthens and expands the regulatory framework governing energy-consuming products, ensuring better control over their efficiency and environmental impact. It amends the Energy Conservation (Prescribed Regulated Goods) Order 2017.
One of the key changes introduced is the clarification of what constitutes “regulated goods.” The revised wording refines the scope of regulation, making it clear that certain goods are subject to control not only when they are supplied but also when they are used in specific contexts.
The amendment adds imported goods for personal use, as 'regulated goods', as long as they are:
• New (not second-hand)
• Included in specified categories such as:
- Air-conditioners
- Clothes dryers
- Refrigerators
- Televisions
- Motors
- Water heaters
These become regulated starting from dates listed in updated schedules (mostly July 1, 2026). The regulation does not apply to goods imported for personal use if:
• They were purchased under contracts signed before July 1,2026, or
• They are warranty replacements of the same model and brand

• Modifies Resolution No. 1985/2017 on technical regulation standards for short range telecommunication equipment, specifically to update the QR code dimension and design requirements applied to certified products.
2. Driver for Change
• The amendment responds to the growing variety of devices now subject to QR code labeling requirements, where the previously fixed dimensional specifications were creating practical compliance difficulties across diverse form factors and product sizes.
3. Core Change — Article 2(4)
• QR code size is no longer prescribed; it will be freely determined by the responsible party (manufacturer or importer), provided that all conditions necessary for the QR code's correct reading and functioning are met in every case.
4. Recommended Standard
• Compliance with ISO/IEC 18004 specifications is recommended (but not mandatory) as a reference for QR code design and quality, offering a practical benchmark for responsible parties when defining their own dimensions.
⚠️ Risks
• Subjectivity in "correct reading" standard — without a mandatory minimum size or technical threshold, determining whether a QR code meets the functional readability requirement is open to interpretation, potentially creating inconsistency in enforcement or market surveillance decisions.
• Increased burden on responsible party — shifting the sizing decision to manufacturers and importers transfers the compliance risk; if a QR code fails a readability check during inspection, liability rests entirely with the responsible party.
• ISO/IEC 18004 is only recommended — the non-mandatory nature of the standard means some actors may opt for minimal implementations that technically pass readability but fall below industry quality expectations, creating reputational or downstream interoperability issues.
• Retroactive product review — companies that designed labeling under the prior fixed-dimension rules may need to review existing layouts to ensure continued compliance under the new, functionally-defined requirement.

On June 23, 2026, the Japanese Ministry of Internal Affairs and Communications published a notice amending the Frequency Allocation Table to reflect the recent changes on wireless power transfer (WPT) systems and another notice amending the Regulations for the Usage of Specified Low-Power Radio Equipment, Types and Frequencies of Radio Waves, and Antenna Power.
Notice No. 238, 2026 - Frequency Allocation Table, Plan:
• Regulatory action: Amendment to the Frequency Allocation Table to reflect the integration of wireless power transfer (WPT) systems into Japan's radio frequency framework.
• Table 2 amendment: The 275 MHz–10,000 MHz range is updated to explicitly allow WPT use for small business use, expanding the permitted application scope beyond consumer or industrial-only contexts.
• New Appendix Table 9-15: A dedicated frequency allocation table is created specifically for specified low-power wireless stations for wireless power transfer, formally designating:
• 918 MHz
• 919.2 MHz
as the allocated frequencies for WPT devices.
⚠️ Risks
• WPT products not operating on exactly 918 MHz or 919.2 MHz will require re-engineering or re-tuning for Japanese market compliance.
• The small business use designation may introduce ambiguity regarding applicability to large-scale industrial or consumer deployments, potentially requiring regulatory clarification.
• This amendment must be read in conjunction with the same-date MIC notice on specified low-power radio equipment (band 916.7–928.1 MHz, -74 dBm threshold, 200 kHz monitoring, 500 ms limiter) to ensure full compliance — managing two simultaneous regulatory instruments increases complexity.

The public Notice DA 26-278 of 2026/06/23 (see link provided below) included the list of ist of Equipment and Services Covered By Section 2 of The Secure Networks Act (the Covered List), listing communications equipment and services that “are deemed to pose an unacceptable risk to the national security of the United States or the security and safety of United States persons”. It also included what information was requested to router producers to be considered for Conditional Approval from DoW or DHS (Department of Homeland Security).

EU: New EU Warranty Labeling Requirements

They apply from September 27, 2026 (subject to national implementation).
From 27 September 2026 (subject to national implementation), the EU will introduce new warranty labeling and consumer information requirements affecting how warranty and durability information must be communicated to consumers.
The requirements come from Directive (EU) 2024/825 and focus on:
• A standardized EU legal guarantee notice
• An EU GARAN label for qualifying durability guarantees
These rules do not change legal warranty rights, but standardize how information about those rights and certain durability guarantees is presented to consumers across the EU.
Companies should review product information, packaging, labeling, and digital sales content.
